Hainan’s Independent Customs(海关) Operation
In December 2025, Hainan started its independent customs work. This is a big step for China’s opening-up(对外开放). It is also an important step to build the Hainan Free Trade Port(海南自由贸易港). Some people may think it means Hainan is closing its doors. But that is wrong.
The work follows three main rules.
