Hainan’s Independent Customs(海关) Operation
In December 2025, Hainan started its independent customs work. This is a big step for China’s opening-up(对外开放). It is also an important step to build the Hainan Free Trade Port(海南自由贸易港). Some people may think it means Hainan is closing its doors. But that is wrong.
The work follows three main rules.
Rule 1: The “front line” is open. This line is between Hainan and other countries. Most goods(商品) can enter without tariffs(关税).
Rule 2: The “second line” is controlled. This line is between Hainan and the Chinese mainland. Only a few special goods need checks here.
Rule 3: It is free inside the island. Goods, money, and people can all move freely.
This policy(政策) brings many good things.
Tourists can buy more tax-free(免税的) goods at lower prices in Hainan.
Business people also get good chances. They can enjoy lower taxes and simpler steps to start a business.
Hainan has a clear goal. By 2035, it will become a world-famous free trade port. This will make Hainan a great place for trade, travel, and investment(投资). It will also help China work better with global(全球的) trade rules.
It shows China’s strong wish to open wider to the world.
